With over 25 years’ experience as a General Building and Utility Contractor, Keith provides hands on knowledge that is unique among utility consultants. He knows what it takes to work within a team of Ownership, Designers, Utilities, and Contractors to get a job done. From Conceptual Design to Construction; Design Development to Bidding and Bid Evaluation, Keith will be a valuable member of your Development Team. Keith’s resume includes multifamily, single family home, commercial, gas station, and mixed use projects. As a licensed Contractor, Keith has installed what he is designing, coordinating, and expediting. A resident of Santa Barbara, Keith enjoys his family, sailboat and outrigger canoe racing, and the outdoors in his spare time.

Matt Gann holds the position of Executive Assistant and General Operations Manager at Utility Consulting Partners. His educational background includes a degree in architecture and graphic design from the University of Utah. This combination of qualifications gives him a distinct advantage in his role, allowing him not only to approach challenges creatively but also to identify and meticulously craft innovative solutions. Matt brings a valuable perspective to the team, enhancing their ability to address complex problems and find unique ways to achieve their goals. His attention to detail and creative flair contribute significantly to the success of projects and operations within Utility Consulting Partners.

Deborah Frey

Senior Utility Coordinator

As a seasoned professional, Deborah has been successfully coordinating construction projects from New York to California for the last seven years. Her expertise lies in energy efficiency, where she focuses on recommending strategies to reduce energy consumption while implementing solar PV solutions for residential customers, promoting the use of alternative energy sources and fostering independence. Deborah is thrilled to bring her extensive experience to the table, starting from conducting site surveys in the field to overseeing the design, permitting, and utility coordination phases. She excels in evaluating specific clients' needs and effectively managing teams to ensure projects are completed successfully. Beyond her construction background, Deborah's teaching and coaching background adds a positive and motivating aspect to her collaborative approach with the team. She understands the value of fostering a productive and enthusiastic work environment.
